Policy Statements

The Joint Review Committee on Education in Radiologic Technology (JRCERT):

12.201requires a program to submit a teach-out plan to the JRCERT upon the occurrence of any of the following events:
  • is contemplating closure;
  • receives notification from a state licensing or authorized agency that the institution’s license or legal authorization to provide an educational program has been or will be revoked;
  • receives notification from the Secretary of Education that the Secretary has initiated an emergency action against the program;
  • receives notification from the Secretary of Education that an action has been initiated against the program to limit, suspend, or terminate participation in Title IV; or
  • institutional accreditation is withdrawn.
The JRCERT will work with the Department of Education and appropriate state agency, to the extent feasible, to ensure students are given reasonable opportunities to complete their education.
12.202requires a program that enters into a teach-out agreement with another sponsor to submit that teach-out agreement to the JRCERT as soon as reasonably possible if the program:
  • is contemplating closure;
  • receives notification from a state licensing or authorized agency that the institution’s license or legal authorization to provide an educational program has been or will be revoked;
  • receives notification from the Secretary of Education that the Secretary has initiated an emergency action against the program;
  • receives notification from the Secretary of Education that an action has been initiated against the program to limit, suspend, or terminate participation in Title IV; or
  • institutional accreditation is withdrawn.
The JRCERT will work with the Department of Education and appropriate state agency, to the extent feasible, to ensure students are given reasonable opportunities to complete their education.
12.203requires the closing program to submit a proposed teach-out agreement, if applicable, as part of the teach-out plan if the closing program is pursuing to teach-out the students to a different program (teach-out program).
12.204requires that the teach-out agreement be with another JRCERT-accredited program in order to assure that the teach-out program is of acceptable and comparable quality.
12.205requires programs to assure continuity of curriculum delivery, including clinical education experiences and document compliance with applicable JRCERT Standards.
12.206requires that if a program closes without a teach-out agreement, the JRCERT will work with the Department of Education and the appropriate state agency, to the extent feasible, and consistent with JRCERT policy, to assist students in finding reasonable opportunities to complete their education without additional charge.

Procedures

The Joint Review Committee on Education in Radiologic Technology (JRCERT):

12.201Arequires that a Teach-Out Plan Approval Form be submitted to the JRCERT for approval prior to implementation for any event identified in Policy 12.200, Policy Statement 12.201.
12.201Brequires that the teach-out plan provide for the equitable treatment of students consistent with applicable and relevant accreditation standards, specifies additional charges, if any, and provides for notification to the students of any additional charges.
12.201Cnotifies the United States Department of Education-recognized institutional accreditor and the state licensing or authorizing agency that the JRCERT has approved a teach-out plan for JRCERT accredited programs housed within an accredited institution.
12.202Arequires that the teach-out agreement be consistent with applicable and relevant accreditation standards and regulations.
12.202Bnotifies the institutional accrediting agency recognized by the United States Department of Education and the state licensing or authorizing agency of its approval of the teach-out agreement.
12.202Crequires that the teach-out agreement provides for the equitable treatment of students by ensuring that:
i.     students are provided, without additional charge, all instruction promised by the sponsor of the closed program prior to its closure but not yet provided to the students because of the closure;
 ii.    the teach-out institution, including clinical education settings, are geographically proximate to the closed program, demonstrates compatibility of its program structure and scheduling to that of the closed program, and meets all obligations to enrolled students.
12.203Arequires a program to complete JRCERT Teach-Out Agreement Approval Form and provide any other information the JRCERT deems necessary to support the approval of the teach-out agreement. The JRCERT Board of Directors must approve the teach-out agreement prior to implementation.
